According to Raul, its a Hawkman Box Hero costume... looks like the beginnings of a Hawkman Lego Minifig come to life to me.
Still, one has to admire the dedication and craftsmanship to produce something like this. I imagine this will look very cool once it's painted up. Normally the blocky look would be for a character like Iron Man, but seeing it on Hawkman is still pretty cool, don't you think?
